With Apple I had to get the guy who answered the call to talk to a senior advisor who took over the call. They both had not heard about the issue but the senior advisor found a ticket and added me onto it. I opted not to repair the phone yet hoping they would offer a permanent solution before I break another phone.
Calling the BMW Genius line was quicker. The advisor was familiar with the issues. She asked me about my phone details and the VIN of the car. She also asked if I had CarKey setup on the phone and whether I took the phone on and off the charger while driving which I had done..
I’d encourage others to contact both Apple and BMW with your device and car details to help both engineering teams track this down and fix it.

There is a fix supposedly in the works. I'm betting an update iOS 17.1.1 will come out next week and have the patch:
