A lot of it depends on the quality of the cover, but you also will get far by washing your car before putting the cover on it. A big source of damage is when the cover is rubbing the dirt already on the car into the paint.

You also should factor in that an uncovered car is ALSO taking damage from the elements. There are tradeoffs no matter how you do it.

Speaking as a Bostonian, I've generally found it easier to desnow a car that has a cover. FWIW.
