I don't buy it.
We did take the Subway a few times but spent a fair amount taking Uber's walking around various parts of Manhattan. Tribeca, Lower East Side, Upper West Side. I didnd't see any homeless people for the most part.
There are pockets of bad areas in every urban metro...if anything, your point proves nothing.
