First - Everyone in Dubai speaks English - Dubai is 80% expatriates and only 20% local population.
Second - this is a very common occurrence in Dubai. If an expat is planning a permanent move back home and they owe more money on the car than its worth - they just drive the car upto the bank's parking lot and leave it. Then they board the plane and its good bye.
p.s: This is not a sheikh's or rich guy's car - they generally have 4, 3, 2 or 1 digit number plates (these sometimes are more expensive than the car).
