This is an overlook on Route 218, which is just outside the Military Academy at West Point's Washington Gate.
Here is a sample drive you could take, starting from the GW Bridge and heading up the Palisades Parkway. From the bridge, this loop is about 2.5 hours and takes in some nice roads in Harriman Park, the drive up and over Route 218 and returns with a nice little detour up Perkins Drive in Bear Mountain Park.
