I've briefly looked into it, didn't seem worth the hassle just for the tax savings for under $100k cars. Plus registration in FL is cheap. Maybe on more expensive cars or places that do property tax on cars...

It's very popular amongst motorhome owners. Those are typically $200k+ and since a lot of people travel out of state all the time with them I'm guessing it's less likely they run into any issues.
