Help Needed: Where to buy old windows?

Long story short, I got my dad a mac with VM Fusion so he can run windows simultaneously. Now I need to also buy windows but I don't want to drop $350 (or whatever it is) on Windows 7. I also do not want vista.

Where can I get a copy of Windows XP or something simple to run a couple business apps?

I want a legit copy, not a downloaded one.
