How quickly everyone forgot that implementation of the ACA was to take place over 4-5 years and the majority of the cost affecting regulations were to take place in the last phase.

It sounds like a bad idea, but countries that have opened up facilities to get these people off the streets or in a safe place had pretty good decreases in the overall amount of users. I'd look up some articles but I'm trying to actually get stuff done at work today for once.
