It's usually just for style regardless of the temperature. I usually end up stripping that stuff off due to running hot; I'm a walking furnace.

Oh trust me. I'm being truthful. One of my exes was from Green Bay, Wisconsin. We used to go visit her parents often during snowy winters. I would regularly venture out in shorts like I was in So.Cal. I especially loved the snowy drifts in her sister's VW Beetle.
