Is the 3.0 GPA weighted or unweighted? I'd recommend looking at this site:

I doubt it with a boring thread like this.

LOL
but yeah, well-rounded is pretty vague, and getting in with 3.0 already is pretty tough, but since you're out of state, it'll be even harder. okay...not pretty tough, it's just straight up tough

The average gpa to UCLA freshman admits, which varies yearly, is around 3.7~3.85 ish I think along with extra curricular activities. You won't get in with a 3.0 unless you have majorly impressive awards/activities or you're going in as a sports or some other special invited admit. Or you know someone well within the school/admissions office.

I don't want to be a dick, but that's not a very good GPA in hs, imo. What school in Texas are you at? Private? What year are you? Try taking the PSAT if you're a junior. Try to be a national merit. Also try to do REALLY good on the sat/act.

Learning how to do research is going to benefit you at any school that you attend:

I don't think your GPA is going to cut it, personally. Good luck though.

Dude you gonna need AT LEAST a 3.5 gpa. Also with this you will need a shit load of extra curricular activities. GL.
