I suppose you guys are right. I missed the moving part. While she technically was in the wrong, she moved if we are to believe OP. I would not have done that. Pimpy is the word we use.

It is possible that the parking patrol saw the car and punched in the license plate number into whatever electronic ticket generating device they use before they approached your sister and they could not cancel it or never realized it went through.
I got pulled over for speeding last year the cop wrote me a ticket and they also use some electronic ticket book thing as He handed it to me I realized I knew him and he tore up the ticket a week later I got a summons, went to court and he had no idea the ticket got issued, had the ticket dismissed...csb Or it was a dick move |

At least you don't live in the UK. We had a case of a traffic warden putting a ticket on a motorbike laying on it's side in the road on a no park zone while and abmulance crew tended his injuries 12ft away after being knocked off. Another one slapped a ticket on a car in a traffic jam because it had stopped on double yellow lines.

It could be worse... she could've been parked by an expired meter and received 3 parking tickets from 3 different area cops.

aren't all tickets dick moves?
if your sister was parked in an area she should not have parked.... whether she had the car on, not blocking anyone, or had jesus himself entering gps information.... she was still parked in an area she should not have parked.... pay the ticket and move on...

I am not reading this thread... but there is a 99.9% chance that you did something to warrant receiving a ticket and therefore should pay the ticket.

just say she was in the car while the car was running with the hazards on because check engine light came on. also officer must of wrote the ticket as a "drive off". i would fight it even if you were parking illegaly.

Contest it in court. Not sure what applies to your jurisdiction, but they usually just drop the tickets here.
