The phrase "bump" or the smileyicon basically means you are bumping the thread back to the top of the list to be easily seen by other members of the forum for faster response/feedback.
For instance you're trying to sell a product for a week and havent found a buyer yet and since you created your threadm 50 other threads were created after. This would put your thread on page 3 or 4 if you're lucky. You go to your thread and simply reply to it with bump letting people know A) the product is still for sale and B) you want more people to view the thread.
