Having spent many years and NY and NC getting pulled over somewhat regularly I can tell you regardless of what the laws say anything can be fixed. I've had 16 over in NY turned into a parking ticket. In NC I had enough tickets that my next one was going to be a major problem. Got the ticket, got the right lawyer and while you're allowed a one time get out of jail free, mine somehow got reset and used again, and again.

You clearly do not know how the judicial system work in US. The judge and court clerk are the one that is behind these, not lawyers.
