dude your lucky. I stated working in Denver,co and got a no front plate ticket right when i started working. 75 dollars for no front plates, then I had to get a plate mount for 50 dollars.

You think that's bad? I got a ticket at 1am when I was out when I just got my car because I was running the dealer plates and I even had front plates. The ticket was reduced to $10 when I sent in my window registration as proof that I had just gotten the car. My plates had come in at that point but still seriously?

At school, I'll sometimes park in faculty spots because I'm late for class and my parking garage is a 10 minute walk (compared to a 1 or 2 minute walk from the faculty lot). 99.9% of the time I'll come back to see a $35 parking fine but I have no problem with it! Grow some balls. If everybody were cowards like you and didn't stand up to nonsense "laws" like a front license plate, there would be speeding and stoplight cameras everywhere. People like me are the ones who threw those tickets away, gave the finger to the man, and are the reason why those cameras are being removed all over the country. If the cameras are still in your area, that's you fault. I personally received two of these myself here in St. Louis, and when I got the bill I wrote back on the ticket "GO &*^! YOURSELF". Nothing ever happened, and now the cameras are removed in STL.

OP, $25 is cheap. Just pay it and know that money will be wasted on some local government program just like the trillions before it. I haven't run a front license plate in over 20 years here in Missouri (OMG IM BREAKING THE LAW OMG OMG OMG), and I've only received one ticket in that entire time. The only problem I could see is if you park in the same place everyday, that ticket warrior of justice will be on the lookout for you.
