Why do buses stop and open their doors by railroads?

Actually I think it's a remenant of a bygone era when buses had to stop and check for oncomming trains before crossing the rail road. Unnecessary these days I think and rther stupid IMHO as stopping a moving object and getting it rolling again could actually result in the thing stalling on the tracks.
