You've mixed the figures using different standards of measurements.
For clarification and a fair apples-to-apples comparison, here are all the configurations measured in DIN HP (aka PS):
S38B36 - 315 DIN
S38B38 - 347 DIN
S54B32 - 343 DIN
S54B32 (CSL) - 360 DIN

Granted, the CSL still had highest output NA six in the grand scheme of things, but the 'standard' spec crown still belongs to the 3.8L S38 in the final iteration of the E34 M5.

In reality, this type of comparison is basically splitting hairs as both are really good engines: 1) the S38 for being the last true heir of the Motorsport/Racing Inline-6 that spanned decades of development from the 3.0CSL to the M1 and the original M5 / M6, and 2) the S54 for being the last NA Inline 6 from BMW M, pushing the limits of what a modern NA Inline-6 can do from the factory and eventually in the aftermarket as well.

Point of clarification that it's not a US trim issue but rather the 255 kW 3.8L S38B38 was not brought to market in the USA.
232kW / 315 hp (DIN) is the figure for the S38B36 on either side of the pond.
