BMW offered that as an OEM function on my 2014 X1 (and possibly on other models). Once I turned it off it stayed off permanently until enabled again.

Literally, my '14 328 remembers the last setting for the stop/start disable as a factory setting. This was a change from the '12 and '13 models where you had to code this ability.
