It's probably a car they gave over to one of the companies that tests manufacturer claims - they put their guys in the cars and verify that BMW's claims of xx miles per gallon, etc, are accurate.

You have to admit that the body work is really a piece of work, even if it is fugly. Must have cost a mint to make the cover, wonder why their standard hide overlays weren't used.
