Without US-bashing, somehow an underclass has developed and looking at what they are getting away with, i don't think ny amount of punishment will solve it as they are uneducated and clearly live on another planet. This only gets solved by somehow intercepting this at school level and finding a way to get these guys in solid employment before they turn 17.

Failure of leadership, including lack of enforcement of existing reasonable laws, rules and ethical standards, will eventually lead you to this point. We've seen this pattern at all levels: Super States, Countries, States, Institutions, Companies, Neighborhoods, Families. Will your's be next?

Craziness continues on the bridge. Just saw on the news people are climbing on top of the structures. Perfect place to climb up and jump to your death. Another accident happened as well. Fun times for the idiots.

The first thing I would look to is a skilled trade. I suspect the "system" is still trying to get kids from broken homes and terrible parenting to to college, that is a HUGE leap and tbh will be tough for them to concentrate so hard for so many years with no tangible reward.
Skilled trades offer near immediate satisfaction from building/fixing something, there's still a ton to learn but it may be more suited to the kids of under-performing parents. It feels like they need to be getting paid quickly, to avoid them resorting to this kind of crap because they now have something to lose. So finish school at 16, 2 yr trade school, ideally heavily subsidised, then 2 yr paid apprentice. Once reliable money starts hitting pockets the temptation to be an idiot is less likely to surface.
