Interesting... so you're saying in Canada there's a distinction between college and univ. in terms of the level of the degree? Here you can get a Bachelors, Masters, PhD all in a University. Colleges tend to have lesser degrees or specialized degrees. People eventually transfer from there, with their credits, perhaps get an Associates degree, then go to a University to pursue a Bachelors. There's probably something else about colleges I'm missing too but oh well

I understand better now. Here we have in linear progression, highschool, cegep (like prep school), which are sometimes called colleges in other provinces (I'm in Quebec) and then university. There are specialized schools, but that's like a side track, for example there exist secretarial schools, paralegal schools etc., typically attended by people who want not/cannot/ attend university but who completed cejep/prep schools. Sounds like the college you refer to is akin to this ?

Yes, they sound similar. Some people do follow a linear progression from HS, to college, and then to university although they are free to go directly from HS to university. Sometimes people complete their "general education" courses (basic general English, science and math courses for example) in a college then transfer to university since the college tuition is much cheaper than a university's. There are some side-tracks here too, some have their own dedicated institution for graphic design or massage therapy and other stuff.
Colleges typically offer an Associates degree which (you might know this already) is roughly 2 years worth of courses, rather than the 4 years for a Bachelors. Here are some example AA / AS degrees offered by a local community college where I live: http://www.hccfl.edu/student/catalog/05_06/degrees.html - some examples from the tech programs are Computer Programmer, Business Administration, Computer Information Administration... so yea more specialized and not a full-fledged degree. Now I got a better idea about this topic I personally went straight to university from HS.
