No, it's called admitting to drinking 6 or 8 beers. If he passed FSTs and the police didn't bother with a PBT, that's their fault. COULD it have been a crime? you bet. Did he beat the system? Probably. Will he fuck up again? Definitely, although I bet he keeps his mouth shut about it form now on...

Hey Mike - how does highway jurisdiction work in IL? I thought only state police could pull you over on the highway, but saw someone pulled by a County sheriff yesterday

I thought that County Sheriffs can pull anyone over on any road in their county. Same goes for police, they can pull anyone over within their city limits. I remember reading a story, it might have been in Illinois, where part of a major interstate cut across the corner of a county for only a mile or two. Even though you couldn't get directly off the highway into the county, they would send Sheriffs out to that strech to pull people over.
