as a whole... it looks like it was taken from a camera phone from the 90s and then blown up to that size.

haha, really that bad. I know the bottom right/left is blurry & messy cause i had to fix the buildings (lean in)

unless you took it at ISO 6400+, yes.

it was shot between 1,600 - 3,200 ISO hand held as I did not have my tripod with me

much improved, the other one had a "cloning job gone wrong" look to it in the corners. this one you can make out objects

yea it was a hacked job but the building on the right was straight...

Not sure if I posted this particular edit of a shoot I got.

The highlights are a tad overexposed and blown, I could maybe crop the top out, not sure how'd it look though.

do you have easy access to that location? would you consider attempting doing a bracketed shot so you can combine the images to make a realistic HDR?
