I say leave politics and religion out of this. Most homeless people have mental issues and speaking to him rationally won't help. I also believe the police are too busy to attend.
So in my opinion, the best solution is to make the area uncomfortable with bright lighting. I would also put up cameras, which won't work as a deterrent but will help in case the guy vandalizes his home.
