Exclamation anyone know what this is?

I haven't opened my engine compartment since I took my car to get serviced at the BMW service center. Today(2 months later) I decided to open it to clean it up a bit and saw this loose...I put it back where it belongs but I'd like to know anyone know what that is for?

It's there to route wires over the engine, that's all.

Shouldn't be laying loose across the top of the motor though, should attach to the clips just below the weather seal
