Quick question before install....JB4 and HKS BOV

Hey guys, I just got a couple goodies in and wanted to ask a couple questions before I rip apart the car.

VRSF CP and HKS BOV. The snap ring in there, it seems that one side is flattened out and the other is a little rounded. Which side should be on the bottom when snapping the ring in. Also, is the bov not supposed to move at all? I read somewhere that its in there snug and should be hard to turn. It turns with minimal force. I've tried both sides of the snap ring and seems the same And I do have the rubber O ring in there.

JB4 g5: The actual board seems like it's loose. When I shake it you can hear the internal rattle a bit. Is it normal? Like the plastic casing around it doesn't fit snug.
