I need some urgent help with angel eyes.

Hey guys, so I bought a set of angel eyes for when I'm doing my OSS style project and I noticed that the angel eyes are quite a bit brighter when they are plugged in straight to the H8 bulb wires without having them go through the black taped thing you can see on the wire in the picture.
Once I plugged the Angel eyes in with that black thing attached, they were dimmer.
What is that black thing and is it necessary? Isn't it just to prevent an error from popping up which I could disable anyway with some code?

You already have a disconnect connector on the entire line, so I suppose it is a resister of some sort considering the size.
It just has some basic shrink tubing on it, just remove it to see what it is?
