What do these segments mean?

They are decimals of the fuel saved shown in your image as 27mi. The segments will thicken as you save more fuel ie 27.1, 27.2 etc.until you reach 27.9 whereupon the segments will return to the shape they have now in a pleasant animation.

Note too that you have gained 39.1 miles by coasting in eco pro mode. The section under the needle tip is also highlighted showing that you are coasting at the moment.

Oh and your average mpg is 50.3
