F31 boot storage missing part?

What goes in this black storage thing. There is a square that looks like something gets clipped into.

Aside from the phillips screwdriver and tow hook in the "tool tray" portion of that picture, nothing else goes there.

Weird because right above the word BATTERY it looks like something clips in perfectly there.
