Searched the forums and read the manual.

Is there a way to close the tailgate using the keyfob? Or is mine not working properly? Opens fine, but can't figure out how to close it.

Just hold the same button used to open the boot(tailgate/trunk) down continuously and it should close.

I believe in the US it has to be coded - at least it had to be on the F15/16.

The latest update of BimmerCode gives you a few options to configure for the tailgate:

1) Close tailgate with button in the driver door without long press

2) Close tailgate with the remote control without long press

3) Tailgate function remote control

4) Tailgate function when pulling the button in the driver door

5) Tailgate function when pushing the button in the driver door

Sounds right. I tried everything. Short press, long press, double press, triple press, nothing. Weird that it sounds like you can do this outside the US, but not within the US.
