How does the flapper work?
I noticed that my flapper in the exhaust is closed even when the car is off. Is it normal for the flapper to be closed when the car is off? When the car is off, I can poke a stick at the flapper and it will swing open. It makes me think the gate is binding. When I poke open the flapper then turn on the car, the flapper will close which I believe is due to the vacuum. When I turn the car off, the flapper will stay closed. I don't know how you would test the flapper opening except by putting a camera on it while driving. Does the flapper open only when there is boost pressure in the line? If so, then I could test this by pressuring the line and seeing if the flapper opens. I've seen the golf tee fix but I think the car is too loud without the flapper.

The flapper is closed when your car is off because that was the last state of the flapper when the car was idling right before you shut off the car. When the vacuum is off the flapper opens by exhaust pressure not by some sort of springs that keeps it open.
