The article was somewhat vague in regards to what BMW actually did or is getting fined for specifically. Because it seems the majority of the allegations were not substantiated against them.

BMW did the same as VW on (some of) their 4cyl engines.

Agreed it's weird, but must point out there's distinction between renewable and 'green'.

Agreeing with the other OEM's to not fit the best emissions tech available to them on their vehicles. Effectively, creating a cartel. It's unusual because usually cartels are punished for price fixing or non-competition in certain markets. Punishing companies for collectively not doing some kind of development seems like something of a landmark case.

It's not like Dieselgate, which was outright cheating the emissions tests.

There's not any evidence cited in the article, but you can be punished as part of a cartel simply by being at a meeting where the collusion is discussed. I rep my company at industry round tables and I've been told by our antitrust lawyer that if any talk of price or employee wage fixing ever comes up, not only do i need to leave the room, but have my departure noted for the record.
