If Mercedes considers that its W13 is unfit for racing for reasons of driver's safety, it should either change the set up of the car to remedy their porpoising issue (read: raise the car) or withdraw from further races until they sorted out the issue with their car.

Looks like Mercedes is attempting to lure FIA to allow 'active suspension' again on F1 cars (banned almost 30 years ago):
