Torque converter noise!!
Has anyone experienced this before? It only happens when the car is in D and at a stop with my foot on the brake and sometimes in R. It shifts fine with no problem. I either give it some gas or let off for it to stop. Video of sound

PCV failure causes a squeal from the crank hub seal usually but maybe yours is coming from the rear main seal? Have someone open the oil cap when the sound happens, if it is PCV failure, the sound will stop.

It sounds like crankcase whistle more than the torque converter to me, and crankcase whistle comes from compromised PCV diaphragm, front main seal, or rear main seal. If you're really hinged in on torque converter side, then very likely the rear main seal is the culprit. I'm saying that because I believe that when your oil pan gasket is leaking pretty badly, it opens up the crankcase ventilation and you probably don't hear the whistle noise being too announced. Now that you've put on a new oil pan gasket and really sealed that part of hte crank case, the next leaky place will whistle during hard vacuum, namely, during idle when the throttle chokes the hardest. So in this case, rear main seal makes most sense.
If for whatever reason rear main seal isn't the cause of this and it has to be a guess with the torque converter side of things, I'd reckon either the flox plate is bent or torque converter is somehow binding and the tongue is gotta be rubbing somewhere on the bushing between the converter and the oil pump unit. But with this you should also experience some pretty bad shaking or rattling from the torque converter side.
