So, what's the problem? Paint suppliers have reportedly been testing their pigments and processes to see if it's possible to meet CARB's proposed mandate of 20 percent solar reflectivity by 2016 with a phase-in period starting in 2012, and it's not looking good. Apparently, when the proper pigments and chemicals are added to black paint, the resulting color is currently being referred to as "mud-puddle brown." That doesn't sound very attractive, now does it? Windshields, backlights and sunroofs are also slated to get reflective coatings starting in 2012.

That's OK ...I had a black car for a year when I moved to LA and that was more than enough for me to kiss off any black car as long as I live here.

That's even if I ever owned a car wash or detailing business myself!

i am so sick of them regulating everything. some cars are reflective enough and are a bitch to drive behind. once california mandates that they are turned into mobile mirrors accident rates are going to spike.

You guys can bitch all you want, but the fact is, environmental legislation...generally pioneered in states like California, has had a positive impact.

Growing up in the 80's I remember the smog alert days, not being able to go out for recess on the playground. Back in the 40's/50's/60's, the smog was even worse. Well, California stepped in with emission legislation and has generally made the situation much better. Yes, the LA area in particular has still has the worst air pollution in the country, but the fact that we're surrounded by mountains that trap the smog is unavoidable. But, the stinging eyes and sore throats are now mostly a thing of the past.

But where do you draw the line... Seriously. What about the northern areas of California where it gets pretty cold in the winter and a dark car helps absorb heat, decreasing the need to run the heater?

How much of an effect will this have? This ignores the possibility that some people with dark cars don't use the A/C, but just roll down the windows.

Also, what color interior has a lot to do with car temperatures as well. My old car was Silver outside with a black interior. I used to have to open all the doors and windows and run the air at full blast because on some days it would be too hot to even sit in or touch the steering wheel. My friend's car with a black exterior and beige interior never got as hot as my car did.

Yes, I agree this legislation is out there. But if there is evidence that this will help reduce emissions, then we have to listen to it.

As for the "colder" Northern California areas...come on. We're not talking about North Dakota here. The vast majority of the state lives in seasonable climates, and us So Cal people love to screw the No Cal people whenever we can

Seriously, has anyone even considered the hypocrisy of this considering the President of the USA has a fleet of black vehicles, not to mention most law enforcement vehicles are partially or entirely black?

This is absurd, this whole fucking country is absurd.

No. Just no. Emission laws were lax or non-existent in all cases back in the day, but we have a lot higher smog now then we did in the 40's/50's/60's.
