Does Blue ray require all of the components to be HDCP compliant?

I wanted to play Blue Ray on my rig but after 10 secs I get a secure connection error. Everything except my monitor are HDCP compliant. Could my monitor be the reason for the secure communication failure? Radeon 4870 4GB DDR3 AMD Phenom X4 2x lite on BD drives Windows XP x64 SP2
