Bulbs will be independant of each other - the second bulb only illuminates under heavy braking mind.

Both bulbs either side light up on mine. As far as I'm aware the brake force display is a US feature, I haven't been able to trigger this even when breaking very hard and ABS nearly going off. Had a mate follow me from a far and no extra brake light.
If both bulbs have gone then have a look at the bulletin I posted on this thread. The light fittings may be a bit loose and cause the bulbs to arch. http://www.e90post.com/forums/showthread.php?t=265415 |

two bulbs in each outer lamp and one for the brake force display located in the lamp in the bootlid. on closer inspection i found one of the bulbs had a tiny amount of corrosion and when moved worked again but with less voltage going through, a bit of wet and dry solved the problem, i suspect it may have been slightly loose and as you say was arcing

I wondered this as well, sure i read somewhere in the blurb from BMW that my E93 has this, but have never seen it trigger, even when following the car

Based on the last paragraph on this page then it would seem that it only lights up when the ABS is going off. Kind of makes sense.

On the outer unit there are two bulbs for redundancy. If either is failed then the computer detects less current into the unit and shows there's a bulb out. On the E92 there is an issue with the bulb sockets which cause loss of contact with the resultant dashboard alarm. This is repairable under warranty and TSB.
The bulb in the unit in the boot lid is a single bulb that doubles as the active brake light and fog light, one on each side. Like its counterpart in the quarterpanel, if it fails you get the alarm. On the LCI the active brake light supposedly functions slightly different to the pre-LCI in that when the car slows nearly to a stop the emergency flashers start blinking. I've seen a similar setup on another car and, believe me, it does get your attention.
