Anyone have a non-50 state emissions car [in the US]?

The one i'm looking at is a bit of an odd bird; it has the 49 state emissions label, not 50 (for CA). It's also missing the US EPA Label, and the carfax says it was imported from Germany with like 8 miles on it.

Is this someones lease return euro delivery car? Carfax has 1 service record at about 100 miles; nothing since then. The car is an 08 with 30k miles.

Yea the one I mentioned earlier but it's not on the web anywhere for viewing, nor does googling the VIN show any results

Carfax is clean it's just missing the service info; though one would assume an under warranty and free service lease car would have the service performed!

Does the MSP allow for purchase only or can cars be leased?
