Headlamp washer Removal?

Can the telescopic washer units be removed via the wheel arch liners, or does the bumper need to come off?

Hi
On a touring I'd guess no not possible via wheel arch - if I had to access one, I'd take the bumper off - it's pretty easy.

Thank you, clips on the washers have opposing slots so not so clear which way you remove/refit
