Are these dash cams common in non commercial vehicles?

Must be an old Soviet Block thing where people like randomly recording their trips. I remember watching a video where some motorcyclist coming the other direction from the vehicle with the camera drifted into a truck and got splattered. The voices in the video also sounded like they were Russian. These guys sound like they are speaking an Russian as well. Then again, I'm no linguist and can be totally off base.

they reved the shit out of the engine, i'm wondering if they tryed to put it in reverse, but failed

I'm surprised they didn't say or make any sounds while that was happening!

and i definitely would be pulling into a service station shortly after that to dry myself off and whip down...
