No, its about being honest and stepping up for the black box data. Accidents happen, and since there were no injuries, I think this response was appropriate. If he had lied or tried to conceal something more insidious, that's different.

Certainly sounds like the individual was not completely truthful initially

Hmm, It really doesn't sound like that was inevitable (the truth being determined) until some closer scrutiny took place.
