How does BMW Individual work?

Exactly like the title: How does BMW Individual work? Do you have to pay an extra fee for access to more personalization options? Has anyone used this?

Not available in the US, is it available in Canada? I know it's available in Europe and it costs a few thousand. You get the ability to customize your exterior color, interior leather color and interior trim. There may be more but I dunno. Check out the cool things you can do with it tho.
