is it just me or is the 'search user' feature missing?

They should make one of those. I usually end up going on google, type in their user name with 'e90post' at the end and find them that way.

there used to be an option to search for individual users built right into the navigation bar

+1, dear admins, please put the search a member button back, i also gotta use google to find each user, it was much easier before
