Please steer me in the right direction
I apologize if these questions have already been asked by myself or someone else. Is the 228i Msport steering wheel the same as the M235i steering wheel? Can you get the Michelin PSS tires on a 228i? THANKS!

The steering wheel is definitely the same. I know that the run flats are standard on the 228 and I haven't seen anywhere that the PSS are an option. I don't know that they aren't but I haven't seen anybody mention it.

Steering wheel should be the same, not sure on the tires.

Even if you can't get the 228i from the factory with PSS, talk to your sales advisor. They could probably do some kind of swap at the dealer. One factor could be the size of the factory wheels. The dealer may not have tires of that size in PSS. But you could get them online and sell off your stock RFTs.
