Do I need a tune? (Test Pipes+exhaust system)

Hey guys,
I have done a lot of research on the forum over test pipes and can't get the straight answer. Some say no, some say yes.

I have the Agency Power Exhaust System (Pretty sure just the axle back system), and plan on installing active autoworks test pipes.

Do I need a tune for this? Are there down sides of not having a tune after installation? What tune do you recommend if it is needed?

I am sure this gets asked a lot. Sorry for the ignorance.

If you remove the front cats via X-pipe or test pipes, you'll need a tune to remove the CEL.
