Steering wheel noise

I am getting below noise from steering wheel. The noise comes and goes. I have tried taking it to dealership 4-5 times and they can't replicate it. They refuse to take it apart since they can't replicate it. I have showed them 5-6 videos. Anyone else have this issue?

There's a rubber boot where the shaft goes thru the firewall. Perhaps it's not seated right and you're getting wind noise thru there?
You can check it out yourself too, if you remove the kick panel above where your feet would be. Just a few screws to remove.

Also when I took my dash out to fix ac, I noticed there were some stickers on some parts under the dash that get loose and have a potential to make noise.

It's not a wind noise. To me it sounds like metal on metal noise.

Does it happen when you're parked or only moving? Does changing the fan speed make a difference?

It only happens when moving. The wheels is straight.
