Paint and Scotchgard
If you're referring to the front bumper cover then paint, clearcoat, and Scotchgard will do the trick.
I scuffed up one of my front fangs and had to visit a body shop.

I have several places that are VERY rough...to the point of needing sanding. I am wondering if it is possible to sand the rough spots to smooth and then spot paint to match. I don't want to get in to removing spoilers/bumpers etc. I'm just trying to gradually touch up paint chips. rough spots etc., to improve appearance without a major investment of time or money.

if your talking about the front spoiler, its so low that no one can clearly see it. About once a year I just use BMW touchup & clearcoat on the scuffs. Although the spoiler is no longer smooth to the touch, to the eye you can't see any damage unless you lay down on the ground to look up close.

What's wrong with using touch-up paint to touch up a little paint imperfections? (Not to mention there's always the possibilities of paint mis-match when getting a complete re-paint.) Does doing that make one not a true car enthusiast and not deserve to own an M car? Do you always repaint the entire panel every time it gets shipped or lightly scratched?
So you expect Ferrari owners to simply trade in for a new Ferrari every time they get a door ding?

I don't mind spending a little time working on it, but I have several places that need repaired and don't want to pay a body shop a fortune to do the work. Apparently the previous owner wasn't very cautious as there are places on front and rear bumpers/spoiler.
